Leading Cardano fans are giddy with excitement over the upcoming Chang hard fork, which is set to occur in the second quarter of 2024. This historic event, which is being positioned as a turning point in Cardano’s march towards decentralised governance, introduces minimum-viable community-run governance into the blockchain ecosystem.
The Chang hard fork’s primary function is to start the three-stage, bootstrapping process for Cardano’s governance through 2024.
Delegate representatives (DReps), who will act as elected officials tasked with representing the Cardano community’s interests, are introduced in the first phase. By enabling users to assign their ADA holdings, this innovative representation strategy promotes more involvement and interaction.

Next, delegates to governance from workshops held throughout the globe will come together in Buenos Aires for the Cardano Constitution Convention. They will work together to develop the first Cardano Constitution, which will establish the fundamentals of community-led government.
Decentralized constitution
A community-wide vote on the ratification of the Cardano Constitution will mark the conclusion of this process. The constitution, if approved, will be the cornerstone of decentralised governance systems that will control the Cardano blockchain’s future course.
The Chang hard fork will include two important upgrades—Chang Upgrade Number One and Chang Upgrade Number Two—in addition to these governance benchmarks. These enhancements, as described in CIP-1694, will make it easier to implement governance elements like treasury withdrawals and decentralised voting systems.
